The first doctoral degree in the field of circular economy in the country was defended at Varna Free University "Chernorizets Hrabar". The dissertation work on the current topic about Europe materializes in a brilliant way the development of the problematics in the academic profile of the university - from courses for additional qualification through a sustainably developing master's programme and its upgrade to an educational and scientific degree "doctor".

Rumen Pehlivanov - mayor of Rudozem Municipality was awarded the educational and scientific degree "doctor". The scientific jury, chaired by Prof. Dr. Pavel Pavlov - director Institute for Doctoral Studies at the University gave excellent assessment to the dissertation "Management of the Transition from a Linear to a Circular Economy (territorial context)".

"This is a remarkable defense. The subject is a pioneering entry into the issues of the circular economy with a clear view and vision of the problems at the European, national and regional level, as well as with the commitment and responsibility of the doctoral student to find a wide practical application field of the developments", commented Prof. D.Sc. Anna Nedyalkova - Director of studies of the doctoral student and chairperson of the Board of Trustees of VFU "Chernorizets Hrabar".
In his dissertation, Rumen Pehlivanov summarized his scientific achievements and practical experience as a mayor and reserve member of the European Committee of the Regions. He presented an integrated model for managing the transition from a linear to a circular economy of the municipalities from the Rhodope region - Rudozem, Madan, Devin and Borino. The analysis is in the context of the global environment - European directives and regulations, Bulgaria's ability to fit into this process and the specific working level of the local government. An in-depth and complex instruments and methodology for research and assessment of the attitudes of the public, businesses and local authorities was presented.

For eight years now, the Institute for Integrated Management of Municipalities has been operating at VFU "Chernorizets Hrabar" , whose main mission is to assist in their sustainable and intelligent development by preparing personnel for management, developing scientific research, entrepreneurship and innovation. A series of courses were held for the additional qualification of mayors and representatives of the municipal administration. Part of the forums were oriented specifically towards increasing the role of local authorities in the transition from a linear to a circular economy. Leading experts of the General Directorate "Environment" at the European Commission, state and local authorities from the Rhodope region participated in the trainings, and a number of discussions on the problems of the circular economy were provoked. The training grew into "Circular Economy" master's degree programme established by VFU "Chernorizets Hrabar". This programe is the first in the country and is held under the patronage of the General Directorate "Environment" of the European Commission. A second class of students is being trained in it, and the interest continues to grow. "This specialty is the only one of its kind in the EU," emphasized George Kremlis, Honorary Director of the European Commission's Directorate-General for Environment, who gave an extremely high assessment to the work in it. Students in the last graduating class of the master's programme are scholarship recipients of the University Board of Trustees. They have interests in the field of ecology, environmental protection, representatives of non-governmental, state and municipal administrations from the country, entrepreneurs, etc.

VFU "Chernorizets Hrabar" is actively developing its project activities in the field of circular economy. The University is a leading organization in the implementation of the project "Knowledge of the Circular Economy in the Black Sea Basin" under the joint operational programme for cross-border cooperation under the European Neighborhood Instrument "Black Sea Basin 2014-2020".

A joint master's degree programme "Eco-technological Systems in Industry" will start this academic year. The programme is intersectoral in the field of circular, green and blue economies. It was established under the project "Innovative Model for the Modernization of Higher Education by Creating an Academic Ecosystem VFU "Chernorizets Hrabar" - The Technical University - Varna - Plovdiv University "Paisiy Hilendarski", financed under the operational programme "Science and Education for Intelligent Growth". The training will focus on technological solutions that will be applied to achieve the main goals of European policies – low carbon footprint, high share of renewable energy, small amounts of generated waste. The participation of experts from the practice and the provision of new and up-to-date theoretical and applied knowledge is guaranteed





Във ВСУ „Черноризец Храбър“ вече осем години работи Институт за интегрирано управление на общините, чиято основна мисия е да съдейства за устойчивото и интелигентното им развитие, като подготвя кадри за управлението, развива научните изследвания, предприемачеството и иновациите. Проведени бяха серия курсове за допълнителна квалификация на кметове и представители на общинската администрация. Част от форумите бяха ориентирани именно към повишаване на ролята на местната власт в преминаването от линейна към кръгова икономика. В обученията участваха водещи експерти на Генерална дирекция „Околна среда“ на Европейската комисия, държавната и местните власти от Родопския регион и бяха провокирани редица дискусии по проблемите на кръговата икономика. Обученията прерастнаха в създадената от ВСУ „Черноризец Храбър“ първата в страната магистърска програма „Кръгова икономика“, която се провежда под патронажа на Генерална дирекция „Околна среда“ на Европейската комисия. В нея се обучава втори випуск студенти, като интересът продължава да расте. „Тази специалност е единствена по рода си в ЕС“, подчерта Джордж Кремлис, почетен директор на Генерална дирекция „Околна среда“ на Европейската комисия, който даде изключително висока оценка за работата в нея. Студентите в последния випуск на магистърската програма са стипендианти на Настоятелството на университета. Те са с интереси в областта на екологията, опазването на околната среда, представители на неправителствени, на държавни и общински администрации от страната, предприемачи и др.

ВСУ „Черноризец Храбър“ активно развива и проектната си дейност в сферата на кръговата икономика. Университетът е водеща организация в изпълнението на проект „Познаване на кръговата икономика в Черноморския басейн“ по съвместната оперативна програма за трансгранично сътрудничество по Европейски инструмент за съседство „Черноморски басейн 2014-2020“.

От новата академична година ще стартира и съвместна магистърска програма „Екотехнологични системи в индустрията“, която се явява интерсекторна в областта на кръговата, зелената и синята икономики. Тя е създадена по проект „Иновативен модел за модернизация на висшето образование чрез създаване на академична екосистема ВСУ „Черноризец Храбър“ - Технически университет – Варна – Пловдивски университет „Паисий Хилендарски“, финансиран по оперативна програма „Наука и образование за интелигентен растеж“. В обучението ще се акцентира на технологични решения, които ще се прилагат за постигане на основните цели в Европейските политики – нисък въглероден отпечатък, висок дял на възобновяема енергия, малки количества генериран отпадък. Заложено е участието на експерти от практиката и предоставянето на нови и актуални теоретични и приложни знания.
